Revert "Bug 2002890 - Upgrade rustc-dev to the same version as the rust compiler we normally use. r=firefox-build-system-reviewers,sergesanspaille" for causing xpcshell failures.

This reverts commit 86dc5318b583376277f455a1468b7f2508a6dbf1.
