Given the path wpt/css/css-mixins/parameters.html, this may seem reasonable at first, but the css-mixins-1 specification *also* defines custom functions, and therefore "parameters.html" is not enough to explain whether we mean custom function parameters or mixin parameters. Also: secondary resources usually go in resources/. This CL moves a couple of external CSS files into that directory.
