runtime(sh): Update sh syntax and add shDerefOffset to shDerefVarArray for bash (vim/vim#13480)

Add shDerefOffset to shDerefVarArray.

Example code:

```bash
declare -a a=({a..z})

echo "${a[@]:1:3}"
```
