fix(ui.open): some URLs fail on Windows

Problem:
On Windows, `explorer.exe` fails to open some URLs, for example:

    :lua vim.ui.open('https://devdocs.io/#q=lua%20lua_call')

Solution:
Use rundll32 instead.
