vim-patch:8.2.4481: cmdline popup menu not removed when 'lazyredraw' is set

Problem:    Cmdline popup menu not removed when 'lazyredraw' is set.
Solution:   Temporarily reset 'lazyredraw' when removing the popup menu.
            (closes vim/vim#9857)
